The Oceanside American Little League “T” Ball Division is intended solely as an
instructional and learning experience for its participants. Our goal is to teach the very basic fundamentals of baseball in order to enhance all participants’ skills and baseball knowledge. There will be NO STANDINGS kept. This is a Non Competitive learning situation. This concept must be fully understood by all involved with the “T” Ball Division, from the managers and coaches to the players and their parents. Stress sportsmanship and positive reinforcement. Have fun!!
It is expected in our “T” Ball Division that each manager ensure that all players and
supporters demonstrate appropriate sportsmanlike conduct at all times throughout the season. The main thing is for the kids to have fun, while learning some baseball skills along the way. Arguing with fellow Managers is STRICKLY PROHIBITED by anyone. Emphasize only the positive aspects of the player’s game and above all remember that this is the player’s first introduction to organized baseball and it should be a thoroughly enjoyable experience!
Goals of the “T” Ball Division
1. Batting – Players will be instructed on the proper way to hold a bat and a proper
batting stance, emphasizing foot position and bat position during the swing. Also
included is learning to drop the bat without throwing it.
2. Running – Players will be instructed to run all the way through 1st Base after hitting
the ball (All runners should stop at 1st Base even if the batted ball goes past the outField).
All players should be taught the sequence of bases and will advance only one base at a
time.
3. Fielding – InFielders will be instructed on the proper technique of Fielding a ground
ball and on
making a throw to 1st Base only! We don’t care if the ball ever gets there, only that the
player understands the base he is trying to throw it to. OutFielders will throw only to 2nd
base. OutField fly catching can be practiced using a racket of any kind and a tennis ball.
Rules Governing “T” Ball Division
Oceanside American Little League is chartered and governed by all the applicable
Williamsport Little League Baseball Rules and Regulations, with the addition of the
following:
1. No cumulative scorekeeping.
2. Each half inning consists of all players on a team batting one time around off a supplied “T” Stand.
3. Managers are required to change batting order each game. (Each player should have an opportunity to clear the bases by batting last in the order) Continuous batting order.
4. Bases will be 50 feet apart with no pitcher’s mound.
5. Teams must Field 6 inFielders as follows: Pitcher’s mound area, 1st Base, 2nd Base, and one player in front of 2nd Base (Not on 2nd Base) Shortstop, 3rd Base. A Catcher is in “T” Ball. No player other then the batter should stand near the “T” Ball hitting area.
6. All other players will be spread evenly throughout the outField located at least 20 Feet behind the inFielders.
7. Players will rotate positions every inning and rotation will continue from one game to
the next to insure all players have the opportunity to play all position equally.
8. No on deck batter is allowed to swing a bat.
9. All inField ground balls are to be thrown to 1st Base only! No Force Plays will be
made.
10. All balls hit to the outField are to be thrown to 2nd Base only!!
11. No outs will be recorded. Each player, even though a throw may beat him, will get to stay on the base and run the bases.
12. Protective cups are highly recommended.
13. Players will keep all uniforms.
14. Practice will start a ½ Hour prior to the start of the game.
15. Games will consist of 3 innings each, time permitting.
16. Double base will be used at 1st Base to avoid collisions.
17. It is highly recommended that a coach stand at each base to instruct the player on the correct base running principals.
18. Since “T” Ball is an instructional league coaches are encouraged to stand in the Field while their team is playing the Field. This will allow the coaches to show the Fielders the correct Fielding techniques.

It is imperative that his concept be fully understood and ever present in the minds of all involved with our League, from players to managers to parents. It is inherent to our Division A program that each manager ensure that all players and supporters demonstrate appropriate sportsmanlike conduct at all times during the season. Make sure the kids enjoy games and practices. Stress teamwork and good sportsmanship. There is ABSOLUTELY NO ARGUING WITH UMPIRES!

Little League Baseball rules and regulations, with the addition of the following:
1. No cumulative scorekeeping- Three (3) outs or three runs end each at bat; run limit at discretion of supervisor (rain, drizzle, strong winds or limited time, supervisor may reduce run limit). (Second half of season, may play 4 run limit).
2. All players play in the Field (if you have 14 players that day, you would have 8 outFielders).
3. Each player MUST play in the inField & outField EVERY game (minimum 2 innings).
4. Player cannot play more than 2 innings at one position in one game.
5. A rotation chart must be handed to a supervisor prior to the start of the game.
6. OutFielders must be on grass – they cannot cover an inField position (at school 2, about 30-40 feet behind bases or just in front of cones).
7. Managers should rotate players from inField to outField positions after each inning.
8. Coaches are instructed to keep each player in a set position (Shifting of players/pulling inFielders in is not permitted).
9. The player in the pitchers position should be in the area of the pitching rubber (Not toward the 1st or 3rd base lines)
10. An outFielder or pitcher must throw the ball to a base; they cannot chase down and tag a baserunner. (Supervisor’s discretion – ball hit down either baseline Fielded by pitcher who can immediately tag runner).
11. Catcher uses own glove.
12. Manager and two coaches may go onto the Field with their team.
13. All players must bat in ONE continuous batting order.
14. Managers or coaches pitch OVERHAND from either a kneel on one knee or standing position to own team (20-30 feet.)
15. Six swings is a strikeout.
16. Teams get one warning for nay batter throwing the bat; second (or more) time any player will be called out. Any batted ball into fair territory will be declared “dead”, runners may not advance. Supervisors must announce warning to both managers.
17. Batted ball , must pass foul arc to be in fair territory.
18. InField hit limited to one base.
19. Batted ball on fly over inField limited to (2) bases at runner’s risk. (Umpires sign is two fingers). Batted ball on fly over cones No Limit at runner’s risk.(Umpires signal waving index finger in circular motion). On all hits runner’s may NOT advance an extra base due to an overthrow to any base.
20. Special double-bag at first base: Fielder uses inside base, runner use outside base. First baseman cannot block base.
21. Players MUST! Wear cup and supporter.
22. ABSOLUTELY NO ARGUING WITH UMPIRES BY MANAGERS, COACHES, PLAYERS OR PARENTS. No Manager, coach or parent may leave dugout or stands to goon Field to argue any call. Manager or coach will receive a warning from League; a second offense will result in loss of their position. Managers are responsible for the behavior of their players’ parents.
23. No bunting, no leading, no base stealing. Managers must teach proper sliding technique
24. Managers must have catcher dressed for following innings.

The Oceanside American Little League AA Division is designed as an instructional and learning experience for its participants. Specifically, we want to enhance the participant’s baseball skills. It is imperative that this concept be ever present in the minds of all associated with the league from the players to the parents. There will be no playoffs or standings kept.
It is inherent to our program that each manager insure that all of his players and supporters demonstrate appropriate sportsmanlike conduct at all time during the course of the season. Make sure kids enjoy coming to games and practices. Stress good sportsmanship.
No arguing with umpires.
Oceanside Little League is charted and governed by all applicable Williamsport rules
and regulations with the addition of the following:
1. Dug out area is restricted to players, managers and coaches’ (2) ONLY!
2. The “Pittsburgh Rule” will be used during the entire season i.e., when a batter takes a
called strike- the count of balls, if any will revert back to (0) zero.
3. There will be a maximum of (3) runs per inning per team for all games.
4. Ten players will be Fielded 4 outFielders (NO short Fielder). No player can play more
than two innings at a position in a game
5. No player should sit more than one (1) consecutive inning. (Rotate players from the
bench to the Field after every inning).
6. Continuous batting those players who do not start the game in the Field will bat first.
7. A thrown bat or helmet will result in the umpire warning the player and the manager
that the next infraction by any player on the team will result in the player being declared out. If the ball has been batted into “Fair Territory”, it will be declared “Dead” and the runners will not be allowed to advance.
8. The umpire will declare base runners touched by a coach out.
9. Feet’s first sliding is encouraged.
10. Coaches are not to push players to the next base.
11. Each player will be required to play a minimum of three innings in the Field and play a
minimum of five full games during the course of the season.
12. The pitching rubber distance is 40 feet. 46 feet will be used at the Supervisor’s
discretion ONLY!
13. Pitchers will be limited to two (2) innings per game and Four (4) innings per week.
(No consecutive days) including Saturday & Sunday. The week will start on Sunday.
Use as many pitchers as possible throughout the season. Every child that wants to
pitch should be given the opportunity.
14. Overthrow to first base from Field runner may advance one base only at his own risk!
15. On a force play, runners may not advance past the base they were going to.
16. On balls hit into the outField, the ball remains in play until an inFielder is in possession
of the ball, the runner must advance or retreat one base at his own risk. The play ends
at that base.
17. Managers may cross the foul line during an inning the manager must call time. ( One
trip per inning. (Keep the Game moving….). ACCENTUATE THE POSITIVE!

1. This is a COMPETITIVE LEAGUE with playoffs and a World Series.
2. Ten players shall play the Field. Four outFielders. (No short center Fielder).
3. There is one continuous batting order.
4. There is a (2) Hour time limit on each game.
5. Each player must play at least 3 innings, which do not have to be consecutive.
6. There is free substitution.
7. If a team has only 8 or 9 players the other team still plays ten.
8. If players come after the start of the game they must go to the bottom of the batting
order and can not be placed in the Field until the next inning.
9. Pitchers can pitch a maximum of 3 innings per game and 6 per week. Week starts
on Sunday. A pitcher who pitches Saturday may not pitch Sunday. Pitches may not
pitch back to back days.
10. Pitchers will only be allowed (5)- five warm up pitches between innings.
11. Based on supervisor’s discretion a pitcher who hits 2 batters in a game maybe
removed from that game.
12. Delivery of a single pitch counts as one inning of pitching.
13. Once removed, a pitcher may not return to the mound during that game.
14. Pitchers can not wear white long sleeves under their jersey.
15. No jewelry may be worn at any time.
16. Pitchers may not wear wristbands or batting gloves on the mound.
17. Two visits per inning to the mound are allowed: on the third visit of the game, the
pitcher must be removed.
18. Managers or Coaches are allowed to walk out to the mound to instruct players.
19. Pitcher must be in contact with the rubber at start of each pitch.
20. Runners are (ONLY) allowed to steal from 1st to 2nd base (Overthrow must stay at
2nd)
21. On a play, the runner may advance until the play is dead.
22. Runners may leave the base after the pitch crosses home plate. Runners leaving
base early will be sent back.
23. Throwing a bat will result in a warning to both teams. The next thrown bat and the
batter will be called out.
24. Throwing equipment in anger or the use of profanity will result in ejection from the
game.(Including Manager’s & Coach’s)
25. The dugout is for manager, one coach, one scorekeeper and players only, will be
strictly enforced. (Insurance purposes)
26. There is a three- (3) run per inning limit; but the last inning runs shall be unlimited.
27. No inFields fly rule.
28. All players must wear cups.
29. Tagging up is permitted.

-This is a competitive league with playoffs and a World Series
-Ten players shall play the field. Four outfielders. (No short Center Fielder )
-There is a ( 2 ) hour time limit on each game.
-Call up should be used to avoid forfeits. They are to players from a lower division. If a players called up and comes and to a game he MUST play a minimum of 3 inning. Call ups cannot pitch or catch. All players MUST playa minimum of 3 innings. Substitutes MAY alternate innings in the field so nobody sits on the bench for more than an inning. (Ex. Jimmy is a starter . Billy will be his sub in the 4th inning. Jimmy bats the1st 3 innings, Billy bats the last 3 innings. Jimmy plays the field in the 2nd,4th,and 6th innings. ( Billy plays the field in the 1st,3rd,and 5th innings ) Keep the integrity of the batting order intact.
-A game becomes official after 4 inning, equal at bats.
-If a team only has eight players, the other team can still play with ten.
-A game becomes official after 4 innings. 3.5 innings, if the home team is ahead . Anything less will be rescheduled by the Division Supervisor. There will be no suspended games.
-If a game is halted because of weather (rain/lighting) All efforts will be made to make it an official game.
-If a game is stopped by the Supervisor or umpire after it has become official, the score will revert back to the last completed inning and the winner will be determined.( Ex.; After 4 complete innings , the Home team is ahead 6_4. In the top of the 5th , the Visitors score 7 runs and go up 11-6. The skies open up before the bottom of the 5th inning the game is called. The score reverts back to the completed 4th inning and the Home team declared the winner )
-If a player comes after the start of the game, they must go to the bottom order and can not be placed in the
field until the next inning.
Pitching Rules
-If a player pitches 61or more pitches in a day, 3 calendar days of rest must be observed and 1 game.
-If a player pitches 41-60 pitches in a day, 2 calendar day of rest must be observed and 1 game.
- If a player pitches 41+ pitches after 6 full days the game off is no longer be required.
-If a player pitches 21-40 pitches in a day, 1 calendar day of rest must be observed.
-If a player pitches 1-20 pitches in a day, NO calendar day of rest must be observed.
-Once removed a pitcher may not return to the mound during the game.
-A player can pitch 2 innings, and then can be put to catch, but if a player pitches for three innings, then they can’t catch.
-A player can pitch if started as a catcher .
-Based on umpires discretion a pitcher who hits 2 batters in a game maybe removed from that game.
-Pitchers cannot wear white long sleeves under their jersey.
-Pitchers cannot wear wristbands or batting gloves on the mound.
-2 visits in an inning are allowed the 3rd visit in a game the pitcher must be removed.
-Pitcher must be in contact with the rubber at the start of every pitch.
-No jewelry may be worn at any time by any player.
-Stealing 2nd and 3rd only Runners may not advance on over throw
-On a play, the runner may advance until the play is dead. ( Excepted when stealing bases )
-On a pick off play runners only advance 1 base If the ball gets back to the base and the runner is tagged the
Players is out.
-Runners may leave after the ball crosses home plate. Runners leaving early will be sent back. By the umpire (only )
-Bunting is permitted.
-Tagging up is permitted.
-No infield fly rule.
-There is a ( 4 ) run per inning limit; but the last inning runs are unlimited.
-Due to time limits it is up to the Managers to talk to the umpire when the unlimited inning should take place.
-10 run mercy rule after 4 innings.
-Manager ( 3 ) coaches and players are only allowed in the dugout.
-Throwing a bat will result in a warning to both teams. The next thrown bat and the batter will be called out.
